Policy makers who believe one group is less capable than another are racists. Instituting policies and practices with significant disparities in expectations creates racism. This racist dynamic in the end exposes codependent enablers and those who premeditated the racism to begin with. 

All people are, capable, deserving, and loved; the greatest majority want to meet the same expectations, aspire to more, and reach their individual potential–not to be treated differently.
